The indefinite exemption granted by the U.S. government to Samsung is undoubtedly good news for Samsung, and Samsung began to take measures after obtaining the exemption. Samsung executives decided to upgrade China's Xi'an NAND Flash factory to 236-layer stacking technology and begin large-scale production expansion.


The report quoted sources as saying that Samsung has begun pre-ordering the latest semiconductor equipment to convert its manufacturing process. The new equipment will be delivered by the end of the year, and the Xi'an factory will gradually introduce and produce eighth-generation NAND Flash technology in 2024. The industry sees it as a response plan to weak global NAND Flash demand and declining production capacity.


Samsung China Semiconductor Co., Ltd. settled in China's Xi'an High-tech Zone in 2012 and is the only overseas memory semiconductor production base. It began operations in 2014 and built a second factory in 2020 to mainly produce 128-layer stacked NAND Flash memories, with a monthly production capacity of 200,000 12-inch wafers account for more than 40% of Samsung's total NAND Flash production. Samsung plans to install progressive conversion equipment at its Xi'an factory in 2024 to produce 236-layer stacked NAND Flash memory.


Samsung invested US$10.87 billion in the first phase of the Xi'an plant in China. Starting in 2017, Samsung started the second phase of the project, with an investment of US$15 billion in the two phases.
